With a continuous presence in Greece since 2016 in Macedonia, Epirus, Thessaly, Lesvos and Athens, INTERSOS Hellas focuses on creating strong links with local communities and promoting protection, human dignity and social cohesion, sending a strong message against discrimination and in favour of the protection of human life.

Programme context

The HELIOS+ programme aims to support the integration of third country nationals, beneficiaries of International Protection and beneficiaries of Temporary Protection in Greece, through a holistic approach that integrates their access to education, the labour market and vocational training and is implemented in the framework of the National Strategy for Social Integration of the Ministry of Immigration and Asylum.

The programme will be implemented in the Region of Thessaly, by the International Organization for Migration (IOM) with the contribution of INTERSOS Hellas and the Municipality of Larissa.

In particular, HELIOS+ will include actions such as:

  • Strengthening and facilitating access to the labour market through job counselling
  • Strengthening the ability for independent living of the beneficiaries through the learning of

Greek language.

  • Support to beneficiaries during the stages of the integration process and promotion of the

interaction with local communities and their autonomous access to social and public services.

  • Strengthening independent living through the provision of housing support.
  • Raising awareness among host communities and stakeholders about the social and

the employment integration of the beneficiaries.

In the framework of the sub-project, the partnership, namely INTERSOS Hellas and the Municipality of Larissa, wish to rent a property in Larissa, in order to house and operate the HELIOS+ Centre.

  1. Property Characteristics

The property must meet the following requirements:

Location: in a central and accessible area of Larissa, close to public transport.

Area: From 180 – 250 sq.m.

Spatial layout: Single space on one floor or two floors in the same building with a total area of 180 – 250 sq.m.

Layout[1]:

  • Reception and waiting area.
  • Two (2) rooms for individual interviews and counselling.
  • Two (2) office spaces that can accommodate workstations for 4 people each.
  • One (1) administrative support area with workstations for 2 persons.
  • Space for group activities – Multipurpose.
  • Toilets (men’s, women’s) accessible to people with disabilities.
  • Storage.
  • Kitchen.

  1. Infrastructure & Legal Requirements:

  • Building permit or legally existing property according to the legislation.
  • Certified fire safety, natural lighting, ventilation and soundproofing.
  • Supply of electricity (with anti-electrical circuit breaker), water supply and sewerage
  • The availability of a central heating/cooling system or an alternative safe system will be considered an advantage.
  • The interior and exterior design and infrastructure must allow access and service for persons with disabilities or mobility difficulties, and must meet all requirements as defined in the applicable planning and health regulations.
  • The title deeds must be complete and in order.
  • If there is more than one owner, a written consent to rent the space must be provided, if requested.
  • Be free from encumbrances and legal disputes that prevent its unimpaired use.
  • Not be leased by any third party.
  • Have certificates (or be able to issue them directly) proving that:
  1. It is legally existing or arranged in accordance with the applicable legislation.
  2. It has an energy efficiency certificate (EPC) in force.
  3. It has a fire safety certificate of the competent fire service in force or can be issued without additional structural work to comply with the fire protection regulation.

  1. Procedure for submitting an Expression of Interest

Interested parties are invited to submit their proposals by 24/01/2025 by sending the following:

  • Description of the property (address, area, layout, infrastructure).
  • Photographic material of the property.
  • A copy of the title deed or other proof of ownership.
  • Financial proposal (monthly rent and any additional financial requirements).
  • Contact details.
  • Floor plan of the property (Relevant the decision of the Service Secretary of the Ministry of Infrastructure and Transport – IDA: Ω1ΡΤ465ΧΘΘΞΚΒ2).

  1. Evaluation Criteria

The evaluation of tenders will be based on:

  • The suitability of the location.
  • The completeness of the technical specifications.
  • The monthly rent offered and the terms of the lease.
  • The energy efficiency of the property.
  • The approval of the International Organization for Migration (IOM) prior to the lease.
  • Upon completion of the evaluation process, and prior to entering into the agreement, the Owner will sign an affidavit stating that no unauthorized structures have been executed on the property that affect the structure, coverage and height of the property and no unauthorized uses have been installed on the property, or that the executed unauthorized structures or installed unauthorized uses fall within one of the permitted exemptions by law.
